What had me confused would be the journalist writing about Harper and his decision making about Mexico, but towards the end he writes Harper going to Panama. What does that got to do with Mexico. The journalist was very specific on what type of officers they are going to train in Mexico, which i though that was interesting. The journalist did put facts or data, but i which i could trust does facts. Sometime i would like to see a deep data on how he or she got the information.
