Quite small of vision. Panetta seems to be arguing that war crimes should go unlitigated. He ignores that the rule of law and a society that upholds human values is the civilization that the CIA is trying to provide intelligence for.

If the rule of law and human values are ignored inside the CIA, should that be ignored? Panetta is unwilling to even suggest that Bush and Cheney should be prosecuted for directing the CIA to commit war crimes.

Considering he's not a journalist, it's ok. But, Leon Panetta is the CIA Director which means the article is inherently biased in favor of the CIA.
