United Press International - Jun. 08 (News Report) - A co-chairman of John McCain's presidential campaign is also an executive with a Swiss bank being investigated by regulators, Newsweek reported. Former U.S. Sen. Phil Gramm, R-Texas, is one of five McCain campaign co-chairs. A sixth, former Rep. Tom Loeffler, R-Texas, resigned from the campaign after Newsweek reported on his role as a lobbyist for Saudi Arabia.

Study: Fuel-air bombs too hard to make

United Press International - By Shaun Waterman - Aug. 08 (News Report) - Using bombs made from fuel and compressed gas, as terrorists tried to do in London earlier this year, is so difficult even national militaries have failed.... Now that sales of ammonium nitrate fertilizer are increasingly monitored, the briefing says, and given the difficulties in making -- and relatively small explosive yields of -- peroxide-based bombs, the effort to use fuel-air techniques "was an inventive way to attempt a much larger explosion using unmonitored materials." But such devices are "much more technically challenging" than either fertilizer or peroxide-based explosives. "If terrorists are trying such techniques it reflects ambition over practical experience," concludes the analysis.

U.S. rule is hurting HIV fight

United Press International - By (not attributed) - Jul. 24 (News Report) - A new study suggests the United States is hurting the fight against the human immunodeficiency virus with its anti-prostitution rule. In order to receive U.S. funding for HIV prevention or control projects, recipient organizations must take a pledge that explicitly condemns prostitution. However, researchers have determined such condemnation is not effective at helping to control the global HIV epidemic. Nicole Franck Masenior and Chris Beyrer of Johns Hopkins University's Bloomberg School of Public Health reviewed scientific evidence on strategies that effectively reduce rates of HIV among sex workers. The researchers found substantial evidence suggesting the empowerment, organization, and unionization of sex workers can be an effective HIV prevention strategy.

Afghan drug post created

United Press International - By Shaun Waterman - Mar. 28 (News Report) - The Bush administration has created a post to coordinate efforts against drug smuggling and corruption in Afghanistan, and named a State Department official to the job. The White House named Thomas Schweich to be coordinator for counternarcotics and justice reform in Afghanistan. The announcement noted that Mr. Schweich, who currently oversees part of that portfolio as the principal deputy assistant secretary in the Bureau of International Narcotics and Law Enforcement at the State Department, would be granted the personal rank of ambassador in the post.

McCain: New Iraq Policy Must Succeed

United Press International - Jan. 14 (News Report) - Sen. John McCain, R-Ariz., a presidential candidate, says there will be a "catastrophe" if President Bush's policy of sending more U.S. troops to Iraq fails. But Sen. Barack Obama, D-Ill., also a probable presidential candidate, says Iraq is a "catastrophe" right now. Both men appeared on CBS News' "Face the Nation" Sunday. McCain said he can't guarantee the new policy "will succeed, but I can guarantee catastrophe if we fail or continue the present strategy" in Iraq. Democrats have been calling the call for a surge in troops the "McCain doctrine," but the senator said he would call it the "McCain principle" -- "that when I vote to send young Americans into harm's way and to carry out a mission, that I'm committed to seeing that mission through and to see that it succeeds."
