A Hearst Newspapers investigation has found dozens of cases over the past 20 years of local Boy Scout councils logging or selling prime woodlands to big timber interests, developers or others, turning quick money and often doing so instead of seeking ways to preserve such lands. "In public, they say they want to teach kids about saving the environment," said Jane Childers, a longtime Scouting volunteer in Washington who has fought against Scouts' logging. "But in reality, it's all about the money."

Such unexpected events make scientists nervous. What can be done to put matters right? The sea, the last part of the world where man acts as a hunter-gatherer -- as well as bather, miner, dumper and general polluter -- needs management, just as the land does.

The Post reported, "The change stipulated that the penalty would apply only to firms that received bailout funds by selling troubled assets to the government in an auction." Read the fine print. Of the TARP bailout funds to be disbursed, only those that were technically spent "in an auction" would have limits imposed on executive pay.
