Among the offerings was shark fin soup, the controversial Asian delicacy that relies on the fins of sharks, some of which are finned and released in a mutilated state back into the sea. The practice is being blamed for a decrease in shark populations around the world.

The Year of the Ox, which commences Jan. 26, was going to be started with some fin of the shark, which traces its beginnings to the Ming Dynasty in the mid-1300s.

Outraged, Robbins sent e-mails to Barona and alerted fellow scuba divers and watermen. Robbins, citing Web sites and documentaries, detailed why it's inhumane to offer such a menu item. It's been estimated that every year tens of millions of sharks die a slow death because of finning. Despite some slight easing over the past week, interest rates remain at historically high levels, making it difficult for banks and corporations to obtain needed loans. Interest-rate spreads &#8211; a major yardstick for measuring credit flows &#8211; remain at heights not seen since the post-Cold War recession of the early 1990s.

Economists say it could be well into 2009 before the credit market begins to approach a semblance of normalcy. His program is saving literally millions of lives, and it will stand as his greatest bipartisan foreign policy achievement.

Approved with lopsided majorities by the House in April and the Senate last month, Bush signed the bill on Wednesday. It authorizes spending $48 billion over the next five years to fight AIDS, tuberculosis and malaria &#8211; the three diseases of poverty &#8211; in the areas of the world that most need help.

The $48 billion represents a more than threefold expansion of the program that Bush first announced in his State of the Union address in 2003 and was approved by Congress later that year.

At the time, the Bush initiative was overshadowed in the headlines by the nation's focus on Iraq and the economy, despite the fact that the original $15 billion initiative was the largest commitment ever by any nation for a global battle against a single disease.

Five years later, the new initiative is again overshadowed, and again by the focus on the economy and Iraq.

But a more recent study, published two years ago in Nature Genetics, revealed that the male &quot;Y&quot; chromosomes come from a much more limited number of stallions. This may mean that horses were domesticated by one single clever tribe and that, as the idea spread, others captured additional wild mares but mated them with domestic stallions obtained from their neighbors.
