The Nuclear Regulatory Commission sent Xcel Energy a letter last Friday calling the situation an apparent violation that is being considered &quot;for escalated enforcement action.&quot;

Xcel officials said the NRC's concern is valid, and the company has already taken steps to reduce risks.
