Obama said “the Taliban’s momentum has been broken” in Afghanistan. But targeted assassinations continue, and at least one independent foreign policy expert says the enemy may just be waiting until the U.S. leaves. The president said a get-tough tariff on tire imports from China has saved more than 1,000 U.S. jobs. But tire industry officials say Chinese imports have simply been replaced by imports from other countries. He took credit for putting “more boots on the border than ever before.” That’s true, but the big increase was under George W. Bush. And a decrease in illegal border crossings is due mainly to the lack of jobs in the U.S., experts say. Often the president’s facts and figures were accurate — but not the whole story. It’s true (barely) that Bush issued more new regulations than Obama at the same point in their presidencies — but Obama didn’t mention that his cost more. The president pointed proudly to increased oil drilling, increased U.S. oil production, and declining dependence on imports. But understandably he passed over any mention of chronically high gasoline prices, which hit a record of sorts last year. And he boasted of recent increases in jobs — which still number nearly 1.7 million fewer than when he took office.

The Whoppers of 2011

Republicans aren’t proposing to “end” Medicare (and Democratic Sen. Ron Wyden has signed onto a modified version of the GOP plan). Most of the “millionaires” who would pay higher tax rates under a Democratic proposal aren’t job-creating small-business owners. President Obama’s mother didn’t really fight to get health insurance coverage as she was dying. And there was plenty more spin and deception in 2011. Obama claimed he pays a lower tax rate than a teacher. Michele Bachmann endorsed a claim that HPV vaccine causes mental retardation. Joe Biden claimed rapes quadrupled in Flint, Mich., after police layoffs. And that’s just some of the nonsense we debunked.

FactCheck - By Brooks Jackson - Sep. 16 (Opinion) - Why do politicians persist in peddling exaggerations, twisted facts and outright falsehoods? Here's a theory from a veteran political reporter. Jon Keller of WBZ in Boston offered up his explanation in his "Keller @ Large" commentary for Sept. 15. It was prompted by our coverage of the recent Republican presidential candidates' debate and our criticism of President Obama's jobs speech. We were flattered by the nice mention, of course. But what really caught our attention was Keller's conclusion: Jon Keller, Sept. 15: The president and all his allies and enemies have one thing in common — they frequently cite and repeat falsehoods that reflect, at best, sloppiness and carelessness, and, at worst, outright dishonesty. Why do they think they can get away with this reprehensible behavior? Because we do it all the time ourselves. We repeat gossip and rumor, forward garbage e-mails, and convince ourselves that falsehoods which fit our world view are actually the truth. So I’m wondering – why would we expect the people who represent us to not reflect us in this way as well? We see evidence of that every day at FactCheck.org. Readers forward to us an endless stream of chain emails they have received containing false claims. The emails come from family, friends or acquaintances who either don't know that they are repeating falsehoods, or don't care. Some of these messages have been circulating for years, despite being debunked by us and often by other myth-busting sites as well. So do we, the public, get the politicians we deserve? That's a question worth pondering before sending on that viral email that so perfectly confirms your opinions, but which you haven't really checked out for factual accuracy.

And for good reason: It's true. While Texas clearly hasn't avoided the recession, the state has done well in terms of increasing jobs, when compared with the recovery nationally. Perry's claim that "40 percent … of all the jobs in America were created in Texas" since June 2009 is accurate. But it’s also true that the increase in jobs hasn't kept pace with the rise in the state's population — so the number of jobless Texans also has risen, along with the state’s unemployment rate. And Texas is tied with Mississippi for the highest percentage of hourly workers paid at or below the minimum wage.

We found some false and misleading statements among them: Herman Cain denied ever saying that communities have the right to ban mosques. But he did, in fact, say that. Former Massachusetts Gov. Mitt Romney made the misleading claim that his state's "unemployment was below the federal level three of the four years I was in office." Yes, but the state rate was lower than the national rate before he took office and higher when he left. Romney also falsely suggested President Obama has never held a job, saying: "I think in order to create jobs, it's helpful to have had a job." Michele Bachmann wrongly said that raising the debt ceiling gave Obama a "blank check." But the set amount of money will be used to pay obligations Congress has authorized. Ron Paul said the CIA told him that there is "no evidence" Iran is "working on" a nuclear weapon. There's no solid proof, but the International Atomic Energy Agency says there are "possible military dimensions" to Iran's nuclear program. Bachmann also said that Tim Pawlenty "wanted" to institute an individual mandate requiring people to buy insurance in Minnesota. Pawlenty said he was "open to" the idea, but that's not the same as wanting to do it. Newt Gingrich said that one of the moderators was "handpicking" quotes "that fit your premise." But the Fox News anchor quoted Gingrich's comments on Libya accurately.

Bachmann’s Waterloo

FactCheck - By Eugene Kiely - Jun. 28 (Special Report) - Rep. Michele Bachmann officially joined the presidential campaign trail, but made a flurry of false and misleading claims along the way. The Minnesota Republican appeared on two Sunday talk shows the day before giving her formal announcement speech in Waterloo, Iowa. On the shows, she made false statements about income from her family farm and government subsidies to her husband's business. She also made misstatements regarding earmarks, federal pay, government-owned "limousines" and health care: * Bachmann falsely claimed that she and her husband "have never gotten a penny" from a family farm that received federal subsidies. But she reported income from the farm in 2006, 2008 and 2009 -- the most recent year available -- on her congressional financial disclosure statements. * She claimed she had been "faithful" to her pledge not to request federal earmarks. But she requested $40 million in transportation earmarks in the 2009 fiscal year budget after taking the pledge, later claiming such projects should not be subjected to her promise. She withdrew her requests after the House Republicans took a party position in 2010 not to seek earmarks. * Bachmann wrongly blamed President Obama for increasing the number of federal transportation workers who earn more than $170,000 from one to 1,690 during the recession. At least two-thirds of those employees were receiving more than $170,000 before Obama took office. * She criticized the president for a 73 percent increase in government "limousines." But one department accounted for the increase, and it had a long-term plan, pre-dating Obama, to add armored vehicles. The term "limousine" includes armored vehicles and sedans, not just actual limos. * She claimed government money received by her husband's counseling clinics did not benefit the business, because the funds paid for employee training. It's true the clinics received $24,041 for training, but the business received thousands more in government funds, including money for treating crime victims. * The three-term congresswoman repeated -- on two Sunday shows -- the false claim that the nonpartisan Congressional Budget Office said the federal health care law will "cost the economy 800,000 jobs." The CBO never said that. It said there will be a "small" impact on jobs. When she got to Waterloo to deliver her first official campaign speech, Bachmann made her now viral gaffe in saying that tough-guy actor John Wayne was from Waterloo, Iowa. The Duke was born in Winterset, Iowa, and was raised in California. It was John Wayne Gacy, the serial killer, who was from Waterloo.

FactChecking Obama’s Budget Speech

FactCheck - By Lori Robertson, Eugene Kiely, D’Angelo Gore - Apr. 15 (News Analysis) - President Barack Obama misrepresented the House Republicans’ budget plan at times and exaggerated its impact on U.S. residents during an April 13 speech on deficit reduction. Obama claimed the Republicans’ “Path to Prosperity” plan would cause “up to 50 million Americans … to lose their health insurance.” But that worst-case figure is based in part on speculation and assumptions. He said the GOP plan would replace Medicare with “a voucher program that leaves seniors at the mercy of the insurance industry.” That’s an exaggeration. Nothing would change for those 55 and older. Those younger would get federal subsidies to buy private insurance from a Medicare exchange set up by the government. He said “poor children,” “children with autism” and “kids with disabilities” would be left “to fend for themselves.” That, too, is an exaggeration. The GOP says states would have “freedom and flexibility to tailor a Medicaid program that fits the needs of their unique populations.” It doesn’t bar states from covering those children. He repeated a deceptive talking point that the new health care law will reduce the deficit by $1 trillion. That’s the Democrats’ own estimate over a 20-year period. The Congressional Budget Office pegged the deficit savings at $210 billion over 10 years and warned that estimates beyond a decade are “more and more uncertain.” He falsely claimed that making the Bush tax cuts permanent would give away “$1 trillion worth of tax cuts for every millionaire and billionaire.” That figure — which is actually $807 billion over 10 years — refers to tax cuts for individuals earning more than $200,000 and couples earning more than $250,000, not just millionaires and billionaires. He said the tax burden on the wealthy is the lowest it has been in 50 years. But the most recent nonpartisan congressional analysis showed that the average federal tax rate for high-income taxpayers was lower in 1986.

Donald, You’re Fired!

The successful developer and TV celebrity says he’d make a good president, and maybe he would — we take no stand either way about that. But when it comes to getting facts straight, he fouls up again and again on the basics of President Barack Obama’s birth. As a rookie reporter, he just wouldn’t make it. He claims the president’s grandmother says Obama was born in Kenya. In fact, the recording to which he refers shows Sarah Obama repeatedly saying through a translator: "He was born in America." He claims that no hospital in Hawaii has a record of Obama’s birth. Hospital records are confidential under federal law, but Honolulu’s Kapi’olani Medical Center has published a letter from Obama calling it "the place of my birth," thus publicly confirming it as his birthplace. He insists that the official "Certification of Live Birth" that Obama produced in 2008 is "not a birth certificate." That’s wrong. The U.S. Department of State uses "birth certificate" as a generic term to include the official Hawaii document, which satisfies legal requirements for proving citizenship and obtaining a passport. He claims that there’s no signature or certification number on the document released by Obama. Wrong again. Photos of the document, which we posted in 2008, clearly show those details. He says newspaper announcements of Obama’s birth that appeared in Hawaii newspapers in 1961 "probably" were placed there fraudulently by his now-deceased American grandparents. Actually, a state health department official and a former managing editor of one of the newspapers said the information came straight from the state health department. He claims "nobody knew" Obama when he was growing up and "nobody ever comes forward" who knew him as a child. "If I ever decide to run, you may go back and interview people from my kindergarten," Trump said. Well, two retired kindergarten teachers in a 2009 news story fondly recall teaching a young Barack Obama.

FactCheck - By Brooks Jackson, Viveca Novak, Eugene Kiely, Lori Robertson, D’Angelo Gore - Jan. 26 (News Analysis) - We found no outright false factual claims in Obama’s State of the Union address, but we did note some that were arguable, and some promises that may prove unrealistic. He called his Race to the Top initiative “the most meaningful reform of our public schools in a generation.” That’s debatable. Some independent experts say Bush’s No Child Left Behind program had a greater impact. The president set a goal of generating 80 percent of the nation’s electricity from “clean” sources by 2035. That’s ambitious. The first large-scale “clean coal” plant has yet to begin operation. And Obama counts nuclear energy as a “clean” source, despite the unresolved waste issue. He set a goal of giving 80 percent of the U.S. population access to high-speed rail in the next 25 years. But the U.S. only has one high-speed rail line in operation now. He said his new health care law will slow rising health care costs. But the office of Medicare’s chief actuary estimates the law won’t have much impact on costs, and there will be a slight rise in total spending as more people gain coverage under the law. He said “exports are up” since he set a goal of doubling them in five years, which is true. But the rise so far falls short of the pace required to meet his goal. On other factual matters we found the president’s statements to be accurate, or reasonably so. He said the U.S. subjects businesses to “one of the highest corporate tax rates in the world,” which is borne out by the Word Bank and other studies. He said U.S. engineers gave the nation’s infrastructure a grade of “D,” which is true. That rating was issued by the American Society of Civil Engineers. And he said U.S. workers are unexcelled in productivity, which is true according to one ranking and nearly true by other measures.
