Everyone knows someone else out of work in what some call "The Second Depression." They are neighbors, acquaintances, family members, colleagues, friends. They may be you. They belong to "The New Poverty," people who followed the rules, paid bills and mortgages on time and whose lives were scuttled by Ponzi and subprime schemes happening far away.

Therefore, the executives who make decisions about business locations won't build new plants in Iowa. That oft-heard assertion is made offhand, as if its truth is self-evident. The sad thing is, maybe it is self-evident. More than sad, it's sickening.

Des Moines Register - By Staci Hupp - Feb. 01 (Special Report) - Iowa schools are sending children home more often so teachers can use class time to sharpen their own skills. Students start late or go home early once a week in Ames, Grinnell, Iowa City, Marshalltown, Sioux City and other cities. Davis County school officials in southern Iowa want to give students every other Monday off next fall. The goal is to help teachers so they can produce better students. Too often, the setup pits the two against each other within the confines of the 180day school year. Efforts to give teachers more time away from students have stalled in Des Moines and Waukee amid complaints of shortchanging children. School officials say they are left with few options. After school and holiday breaks are off-limits because school districts cannot afford extra teacher pay that would be required by contracts.

Culver enacts law that ends touch-screen voting in Iowa

Chet Culver signed into law Tuesday a new plan for the state to spend $4.6 million to bring the same voting technology to all 99 counties. The whole state would have voter-marked paper ballots that could be recounted by hand if necessary. Culver's approval of Senate File 2347, which was widely applauded Tuesday, means touch-screen machines will disappear from Iowa.

Des Moines Register - By Tony Leys - Sep. 25 (News Report) - Democratic presidential candidate John Edwards vowed Monday to step up the fight against AIDS in the United States and around the world. The former North Carolina senator promised to take several steps against the deadly disease. He said he would: - Increase resources to stop the disease among blacks and Latinos, who have higher rates of infection. - Expand Medicaid to let people infected with the AIDS virus receive coverage earlier in the disease process. - Ensure "age-appropriate" sex education and back programs that give clean needles to intravenous drug users. - Spend $50 billion over five years to increase the ability of people in poor countries to receive AIDS drugs and use U.S. trade policies to ensure that those countries can buy generic drugs at fair prices. Edwards, one of the leading Democratic candidates for president, unveiled the proposals in a speech at a health forum in Washington, D.C. He noted that he also supports universal health care.

Des Moines Register - By Tom Witosky - Aug. 05 (News Report) - Arizona Republican John McCain suggested Saturday that congressional earmarks such as $48 million for a proposed indoor rain forest near Pella contributed to last week's collapse of the highway bridge in Minneapolis. "We spend approximately $20 billion of fuel tax money on pork barrel earmark projects," McCain said. "Maybe if we had done it right, some of that money would have gone to inspect that bridge. Maybe the 200,000 people that cross that bridge every day would have been safer than spending $233 million of your taxpayer dollars on a bridge in Alaska to an island with 50 people on it."
