President Obama is going to begin a series of executive branch actions that will not require action from Congress - or the assent of Republicans. With recovery in the housing market tied to economic recovery, Mr. Obama will today announce what senior officials are calling a "major overhaul" of the government's underused refinance program for federally guaranteed mortgages, in order to aid homeowners having difficult refinancing their housing loan.

CBS News - By Rebecca Jarvis, Dr. Marcia McNutt - Mar. 12 (Interview) - An expert says people in Japan should brace for aftershocks from Friday's devastating earthquake which, she says, could go on "for years," though they'd get weaker as time goes on. Dr. Marcia McNutt, director of the U.S. Geological Survey, told "The Early Show on Saturday Morning" co-anchor Rebecca Jarvis that the 8.9-magnitude temblor's power could provide electricity for a city the size of Los Angeles "for an entire year." The aftershocks, she said, are "the unnerving part of it" in that it's not "just the five minutes of shaking from this earthquake, but it keeps going on and on and on, in terms of disrupting the lives of not only the citizens, but the relief workers. There's something called Omori's Law, which governs the aftershocks, that there's aftershocks on Day One. And half as many aftershocks on Day Two. And one-third as many aftershocks on Day Three. And it keeps going on for literally years afterwards, disrupting the lives."

This attack on Rep. Gabrielle Giffords and 18 other human beings by a 22-year-old with a Glock 19 9mm semi-automatic pistol was called "a tragedy for Arizona and a tragedy for our entire country" by President Obama. His sentiments were echoed across the political spectrum, making the terrible tragedy one of few things the two parties have easily agreed upon in recent memory. Perhaps this incident will bring about some "soul searching," as Pima County Sheriff Clarence Dupnik suggested in his remarks before the press. Sheriff Clarence Dupnik pointed to "vitriolic rhetoric that we see and what we see on TV and how our youngsters are being raised" contributing to a United States of America that is no longer "nice." "That may be free speech but it's not without consequences," he said.

In Port-Au-Prince, 300,000 citizens have no home but the streets. At Least 156 Dead in China Street Riots

It had said earlier that at least 140 people were dead and that the number "was still climbing." Another 828 people were reported injured in the deadliest ethnic unrest to hit the region in decades. Security forces have clamped down on the provincial capital city of Urumqi and set up checkpoints to catch any fleeing rioters, state media reported, after tensions between ethnic Muslim Uighur people and China's Han majority erupted into riots. Witnesses said an ethnic protest has spread to a second city. A Uighur man in Kashgar city said he was among more than 300 protesters who demonstrated outside the Id Kah Mosque in the late afternoon. The man, who gave his name as Yagupu, said police surrounded them: "We were yelling at each other, but there were no clashes, no physical contact."
