American Progress - By Scott Lilly - Feb. 03 (News Analysis) - While the reduction in the annual level of spending for the program may be 9.5 percent, the actual impact on operating levels in much of government will be twice that size since the fiscal year is close to being half over and many agencies have spent nearly half of their annual budget. Take the FBI. Since we will soon pass the halfway mark for the current fiscal year, the Bureau has already spent close to half its $7.8 billion. A cut of only $55 billion applied across the board to all programs in the one-eighth of the budget subject to cuts would [leave] it with ...about 25 percent less than operated on for the first half of the year.

Wall Street is watching. Investors [monitor] the medical loss ratio… the portion of insurance premiums collected by the company that must be used to pay the medical bills of policy holders. [One way to protect] American consumers and employers from the costly and predatory practices of the health insurance industry [would] be a cap on the medical loss ratio. If only the 10 largest private insurers could cut their operational costs (administration and profits) to just …10 times the administrative overhead of Medicare it would produce a 10-year savings of nearly half a trillion dollars.
