A little more background would be helpful. As one who spent a good deal of time in SL in 2005-2006 would have liked additional context.
In this paper we describe the ways cities are being damaged by not having access to TLDs (other Top Level Domains are .com, .org, .edu) and the ways cities can benefit from the operation and development of city-TLDs in the public interest. As the initiator of the campaign to acquire the .nyc TLD and as its primary advocate, I hold a keen interest in this subject. I just didn't get the basis for the court decision. There must have been some rationale for the decision.
It takes a community to validate a voting process. Only when all software and components in a voting system are transparent will it be accepted.

I'm been a reluctant user of Facebook seeing it as one more site that demanded some of my attention, accepting "friend" requests to be polite. Just last evening I asked my son about his use of facebook. This article provided good insight into the broader societal implications of a social network.
