To begin with, we should define the word apologize. To appologize means to make an excuse for or is a regretful acknowledgement of a fault or offense. It can also mean to make a formal defense or justification in speech or writing. In those contexts the President did acknowledge the Unites States shared some responsibility in the current situations across the globe.
