My ratings probably would have been higher, however none of the links providing background and other big picture information worked. The big picture, of course, is the other side, why the administration and the agencies see this as required and why they expect 'real' results rather than why they feel that just targeting Muslim, Arab, and South Asian communties will mean the new programs will be fruitful.
