as a Layman, I didn't understand a thing what he was trying to say, news should be written in a way a layman understands it right. Not to misguide the reader with references which are not in context to the topic which is in hand. The current topic "UN Transperancy, Accountability and Reform Act" The writer should have elaborated on the Act and then, should have explained the current state of affairs. The references made by the writer is all vague and not concrete. So, reading such a article is just waste of time.
