Utterly biased, but it's important to note that such bias exists in large pockets, though not always this openly discussed in polite company. Ironically, this is the sort of thing Obama was addressing but without the vitriol and divisiveness.
Derbyshire is like that annoying, argumentative forum participant, who, instead of arguing the issues, either thinks he's winning points by picking spelling errors or by deliberately misconstruing what is meant and then arguing against that misrepresntation.
The story provides and excellent jumping off point for a really serious discussion of this important topic. It educates, informs and proselytizes in equal measure without talking down to the reader. It does however lack a detailed discussion of the major obstacle to the take up of such a proposal: political will and how to counter the lobbying efforts of entrenched interests. These lobbying effects are formidable as witnessed by the recent successful lobbying by auto manufacturers against States freedom to impose emission limits.

Let's Obama get off too easily. No quotes from Hillary Clinton. No quotes from other political consultants on how they view the episode.
It cleary and concisely in layman terms deconstructs and convincingly refutes each of the administration's arguments.
